Nassau County modified two-step

Weighted votes in Nassau County (1965).


(This is a modification of the bicameral solution, letting one representative cast votes for both stages.) Two stage voting procedure:

  1. Vote with the original weights. 2/3 of votes (20) proposition is approved. Majority of votes takes process to second step. Less than majority, proposition is defeated.
  2. Proposition that passes first stage is voted on with each representative casting a single vote, 3 needed to win. If passed, proposition is approved, otherwise defeated.

Using the worksheet, calculate the Banzhaf measure of power for each voter. Note: the only difference from the exercise in class is that 3 votes is enough on the second step instead of four, but this changes the results significantly.
